Who can submit
"All responsible sources from academia, industry and the research community worldwide may submit proposals under this BAA." (C.1). "All businesses, both small and large, are encouraged to submit proposals and compete for funding consideration." (C.1). There is no set-aside: "no portion of this BAA will be set aside for HBCUs/MIs, small businesses or other socio-economic participation" (C.1). "Teams are also encouraged and may submit proposals in any areas" (C.1).
"Federally Funded Research & Development Centers (FFRDCs), including Department of Energy National Laboratories, are not eligible to receive awards under this BAA." (C.1). Navy laboratories, military universities and warfare centers, and other Department of Defense and civilian agency laboratories, "should not directly submit either white papers or full proposals in response to this BAA" (C.1).
Every offeror submitting a proposal or application must "Be registered in the SAM prior to submission", "Provide a valid unique entity identifier in its application" and "Obtain a CAGE Code" (F.2). The NAICS code for contracts under this announcement is 541715, with a small business size standard of 1,000 employees (B.9).
What the announcement is for
"ONR, ONRG, and MCWL are interested in receiving proposals for Long-Range S&T Projects that offer potential for advancement and improvement of Navy and Marine Corps operations." (B.8). "For purposes of this BAA, S&T includes activities involving basic research, applied research, advanced technology development, and, under certain conditions, may include activities involving advanced component development and prototypes." (Section A). "This Announcement is not for the acquisition of technical, engineering, and other types of support services." (Section A)
ONR lists its technology areas on its website, and the notice says "Prior to preparing proposals, potential offerors are strongly encouraged to contact the ONR technical point of contact (TPOC) identified for each technology area." (Section D). "The TPOC for each technology area will be listed at the bottom of each technology area page." (Section D). For companies outside the United States, the notice describes the ONR Global mission as "to become the partner of choice for science and technology leaders worldwide" (Section D).
The deadline
The notice says it "will remain open until 31 December 2026 or until replaced by a successor BAA. Proposals may be submitted at any time during this period." (B.7). ONR's program page gives the time: "Full Proposals will be accepted until: December 31, 2026 11:59 PM EST". SAM.gov lists the same response date, December 31, 2026, 11:59 p.m. Eastern.
"The Government reserves the right not to review proposals submitted under this BAA after 31 December 2026 or after a successor to this Long-Range BAA is issued, whichever occurs first." (B.7). Amendment 0008, the latest amendment, updated B.7 "to reflect a proposal submission deadline of 31 December 2026".
ONR can also post specific calls under this announcement, with their own dates: "BAA Calls will be posted to the ONR website" and SAM.gov, and "Each BAA Call will provide a description of the specific research effort being solicited, the application process to be used, as well as the recommended dates for submission of proposals." (Section A). Checked on November 3, 2026: no successor BAA appears on ONR's announcements page or in a SAM.gov search of active notices.
Page limit and format
Whether to send a white paper is a question for the program officer: "White Papers are frequently desired by ONR Program Officers. Offerors should consult the cognizant ONR Program Officer for each technology area regarding the desirability of White Paper submissions." (E.3). The limit is "5 pages (excluding cover page)" (E.3.i). The format is 8.5 x 11 inch paper, 1 inch margins, single-spaced, Times New Roman 12 point (E.3.i). Full proposal instructions are in Appendix 1 for grants and cooperative agreements and Appendix 2 for contracts and other transaction agreements.
What goes in a white paper
- "Technical Concept: A description of the technology innovation and technical risk areas." (E.3.ii)
- "Future Naval Relevance: A description of potential naval relevance and contributions of the effort to the agency's specific mission." (E.3.ii)
- "Operational Naval Concept (where applicable)" (E.3.ii)
- "Operational Utility Assessment Plan (where applicable)" (E.3.ii)
- "Rough Order of Magnitude (ROM) Cost Estimate" (E.3.ii)
How the government judges it
"Awards under this BAA will be made in accordance with FAR 35.016(e). The primary basis for selecting proposals for acceptance shall be technical merit, importance to agency programs, and funds availability." (G.1)
"Offeror's white papers and full proposals will be evaluated against the following criteria" (G.1): "Overall scientific and technical merits of the proposal and responsiveness to the topic"; "Potential Naval relevance and contribution to the ONR and Department of Navy mission"; and "The availability of funds. (Not applicable to white papers.)" The notice adds "Criteria 1, 2, and 3 are equally important." (G.1)
"Proposals will not be evaluated against each other since they are not submitted in accordance with a common work statement." (G.2.a). A recommendation "does not ultimately guarantee an award will be made." (G.2.a)
Contract type
"Awards may take the form of contracts, grants, cooperative agreements, and other transaction agreements, as appropriate." (D.1). "Cost sharing is not expected under contracts and assistance awards and will not be used as a factor during the merit review of any proposal hereunder" (C.4). For an Other Transaction Agreement for research, "To the maximum extent practicable, an OTA for research shall provide for a 50/50 cost share between the Government and the performer." (D.1.c)
How to submit
"For ONR White Papers: ONR utilizes the ONR Submission portal for the submission of white papers." (F.4). White papers for ONR Global and for the Marine Corps Warfighting Laboratory go by email to the addresses listed in F.4. "The Program Officer's information and correct email address can be found on the ONR website" (F.5), at onr.navy.mil/our-research/our-program-officers.
Costs and funding
"ONR provides no funding for direct reimbursement of proposal development costs." (Section A). "ONR reserves the right to fund all, some, or none of the proposals received under this BAA." (Section A). "The funded amount and period of performance of each proposal selected for award may vary depending on the technology area and the technical approach to be pursued by the offeror selected." (B.6)
